Certified payroll, run on autopilot

Certified payroll is exactly the kind of work that punishes humans and suits an agent: same report, every week, per project, per classification, where one wrong fringe is a liability. The Certified Payroll Agent would assemble each week’s WH-347 from the connected field hours, check every classification and fringe against the wage determination, draft the statement of compliance, and route it to a named approver: never filing on its own.

The agent’s proposed run rides the Fintra ledger: it posts to job cost, reconciles with WIP and the pay application, and is sealed to the recomputable evidence ledger once approved. It calls the governance decision endpoint before the pay run posts, so a run with an anomaly (a fringe shortfall, an out-of-authority amount) is challenged, not paid. Real payroll anomaly detection already runs there today, so the agent proposes into a live, governed control rather than an unguarded pipe.
