One record for compliance and for cash
Prevailing-wage compliance and certified payroll are two faces of one engine, and both ride the Fintra governed ledger. The rates that clear compliance are the rates that post to job cost and flow onto the certified-payroll report, so the compliance snapshot, the WH-347, and the books never disagree. Every weekly check is sealed to the recomputable evidence ledger, so "we paid the prevailing rate" is a claim you can prove, not just assert.
