A cross-domain ranker is only credible if it does not simply believe each domain’s self-reported severity. normalize_external_decision has CORTEX recompute risk from the decision’s underlying factors rather than trusting the source’s number. How does CORTEX compare risk across domains?

It uses one formula - decision risk = 100 × trust drop × exposure × urgency - applied consistently across domains, and it recomputes external decisions rather than trusting their self-reported severity. That makes a finance risk score and an HR risk score genuinely comparable on the same scale.

Does CORTEX trust the risk scores other systems report?

No. normalize_external_decision has CORTEX recompute risk from the decision’s underlying factors instead of accepting the source’s number. This prevents one domain’s inflated or deflated scoring from distorting the cross-domain ranking.

Is cross-domain ranking available out of the box?

CORTEX ranks the domains it can see immediately. Pulling decisions from other domains is opt-in and requires configuration (for example CORTEX_HR_API_URL and CORTEX_COMPLIANCE_API_URL), and the fetch is fail-soft. So full cross-domain ranking is available when those connections are configured.
