Today, any AI agent - internal - calls the Control Tower decision endpoint before a money move, and it runs live OFAC SDN screening, delegated-authority and budget checks, and a vendor-bank-change anomaly check, then seals the verdict to a recomputable hash-chained ledger. Opening that same endpoint to third-party agents is what turns a governance layer into a marketplace: the referee does not change, only the roster of players that must pass it.
